The National Assembly Service provides administrative, procedural, and technical support to enable Members of the National Assembly to effectively perform their legislative, oversight, and representational functions. The Service is headed by the Clerk and organized into three main divisions, each led by a Deputy Clerk.

Role of the Clerk
The Clerk is the chief executive and accounting officer of the National Assembly Service. The Clerk is responsible for the overall administration and management of the Assembly, providing procedural advice to the Speaker and Members, and ensuring the smooth operation of parliamentary business.

The Office of the Deputy Clerk, Legislative Business and Programmes initiates and coordinates activities performed by Members of the National Assembly. The division provides an annual framework for preparing and managing legislative business, facilitates committee work and legislative delegations, and oversees the Directorates of Hansard, Library & Research, Committee Secretariat, and the Budget Office.

Oversees the committee system including Standing, Select, and Special Select Committees. Coordinates committee meetings, reports, and secretariat services.

The Administration and Finance Division provides high-quality and efficient financial and administrative services to the National Assembly. The Legal and Procedural Matters Division provides legal services, procedural guidance, and ensures constitutional compliance in all parliamentary activities. The division oversees the Directorates of Legal Affairs and the Table Office.

The in-house legal team providing independent and impartial legal opinions on all matters before the National Assembly, including legislative competence, corporate governance, and risk management.

The procedural office processing all legislative business of the Assembly. Established in 2017 to align with Commonwealth best practices, providing procedural and administrative services for effective chamber operations.
Ba Kebba Ceesay
Sergeant-at-Arms
Responsible for maintaining order and security within the National Assembly chamber, carrying the Mace, and enforcing the rules of the House under the direction of the Speaker.
