Summary
● Government executed 21.4% of the approved FY2026 GLF budget in the first quarter, against a standard quarterly benchmark of 25%, indicating a slightly slower-than-expected overall disbursement pace. ● Personnel Emoluments remained on track across almost all Budget Entities (28 of 30), consistent with regular salary payment cycles. ● Capital expenditure was the weakest-performing category: 25 of 30 Budget Entities (83%) were under-executing their capital budgets, while only 4 recorded high execution. ● Significant frontloading of Q1 releases occurred in five ministries: Information, Environment, the Office of the President, Agriculture, and Higher Education, well above their expected first-quarter ceilings. ● Input Subsidy, Roads and Bridges, and School Improvement Grants were among the largest expenditure items in the quarter.
