NATIONAL ASSEMBLY COMMENCES THIRD COMMITTEE SESSION

The Third Committee sittings in the 2026 Legislative Year of the National Assembly commence today 13th and will run through Thursday 30th July 2026.

The sessions will cover a range of legislative engagements, budget scrutiny, performance audit reviews, stakeholder consultations, and oversight activities.

The Standing Committee on Finance and Public Accounts (FPAC) will review and consider the 2022–2024 Annual Reports and Financial Statements of the Petroleum Commission and the Medicines Control Agency, the 2025 Government Accounts presented by the Accountant General, and the audit report on the Inclusive Growth Promotion Institutional Support Project by the Ministry of Finance.

The Standing Committee on Public Enterprises (PEC) will review and consider the GPA Banjul Port 4th Expansion Project audit reports for the year ended 31st December 2025, the NFSPMC Special Audit for the period 1st January 2022 to 31st December 2024, and the NAWEC Special Audit for the period 1st January 2022 to 31st December 2024.

During this committee session, several committees will engage in critical oversight and legislative activities.

The Select Committee on Education, Training and ICT will continue its review and scrutiny of the Communications Bill 2026.

The Select Committee on Trade and Integration will hold meetings with the Gambia Revenue Authority (GRA) on the implementation of digital tax stamps, fuel marking, and strategies to address tax leakages. The Committee will also meet with the Ministry of Trade and the Department of Labour on the implementation of the Labour Bill 2023, and with TGSB on the Legal Metrology Bill 2024 and the status of the Testing Laboratory.

The Select Committee on Environment, Climate Change and NGO Affairs will meet with Success Gate company GB SARL and with the Sanyang Youth for Environmental Protection and Development on industrial fishing within the nine-nautical-mile artisanal fishing zone. The Committee will also review the draft reports on the Performance Audit Report on the Management of Coastal Marine Protected Areas.

The Select Committee on Tourism, Youth and Sports will hold meetings with the Ministries of Youth & Sports and Tourism on their 2026 quarterly budget executions, review the performance audit report on Tourism Product Development and Diversification, and consult with the GT Board on product development, land allocations, and participation in trade fairs.

The Select Committee on Monitoring the implementation of Government Projects will review and validate the report of the oversight visit to Project Sites, receive presentations on capital projects by the Ministry of Finance, and meet with the Ministry of Transport and the management of GPA and GFSC.

The Select Committee on Regional Government, Lands, Ombudsman and IEC will follow up on the renovation of the RDI complex in Mansakonko, meet with the Ministry of Lands, Hajj Commission, GIA and other Hajj Operators on Hajj Operations, and consult with the IEC on their level of preparedness for the upcoming Elections cycle.

The Select Committee on Health will consult with NDMA and Africa Relief on disaster preparedness plans, review the performance audit report on the management of Food Safety and Quality Agency control by FSQA, and consult with the Ministry of Health on its quarterly budget execution.

The Standing Committee on Defence and Security will engage the new leadership of GAF on strategic priorities, operational preparedness and challenges, and meet with Service Chiefs on the Country's security situation and preparedness for December elections.

The Select Committee on Agriculture will review the audit report on the ROOTS Project, meet with the Ministry of Agriculture on the distribution of fertilizer and farm implements, and consult with MOA and the Gambia Farmers' Union on concerns raised by farmers.

The Standing Committee on Public Petitions will discuss the Petition from the Gambians Against Looted Assets and review the Petition concerning alleged ethnic and political discrimination, improper interference in public administration and abuse of office.

The Select Committee on Government Assurances will review and adopt the draft Register of Assurances and conduct a retrospective review of Assurances undertaken by MDAs during the First and Second Ordinary Session 2026.

The Select Committee on Gender will consult with the Ministry of Gender on the Women Enterprise Fund and the status of the proposed Women Amendment Bill.

The Standing Committee on Human Rights and Constitutional Matters will meet with Ministries of Finance and Justice, NHRC and the Reparations Commission on the budget of the Reparations Commission.

The Standing Committee on Subsidiary Legislations will review the Foreign Currency Regulations under the CBG Act 2018 and the Regulations under the Forestry Act 2018 and National Environment Management Act 1994.

Other legislative oversight activities, including the All NAMS Tripartite Conference of the Executive, National Assembly and Judiciary on the Latimer House Principles is scheduled from 22nd to 24th July at the Sir Dawda Kairaba Jawara International Conference Centre.
